Huntsville Madison County 9-1-1 (HMC 9-1-1)
The Huntsville-Madison County 9-1-1 Center is the call taking and emergency/non-emergency radio dispatch facility for all calls requiring the local public safety agencies serving Madison County, and the city limits of both Huntsville and Madison (including Limestone County.)
As the community has grown, so has the 9-1-1 center. Already the largest 9-1-1 center in Alabama (and the State’s first truly combined 9-1-1 and dispatch communications facility), current operations have grown to include 36 call taker/dispatcher positions. These professionals answered 685,525 calls over the last three years, with a record 240,535 call answered in 2013. While we have kept up and performed at a very high level with our existing resources, we recognize that improved processes and technology are rapidly changing the way services are delivered. Advances and greater use of mobile phone technology, texting, streaming video, the evolution of Voice over Internet Protocol (VoIP), and enhanced GIS capabilities are just some of the areas that we must investigate and account for in the upcoming years.
We can build off of multiple positives that exist. Our highly trained, capable public safety staff has good benefits and working conditions which have contributed to very low turnover. Our equipment is excellent and our mapping is adequate. Our facility meets our basic needs at this time and we have secured five adjoining acres for future expansion, when needed. Our current funding stream appears solid.
On a State level, we are fully engaged in the Alabama First Responder Wireless Commission (AFRWC) including the Alabama State Troopers and other state and local governments, collaborating to support a mutual goal of a seamless, interoperable statewide P-25 voice radio system. We are support the Alabama 9-1-1 Board, the organization that sets and collects the fees needed to operate. Lastly, we regularly communicate with our State Legislators, keeping them informed of our funding and operational needs to properly support their constituents’ safety.
On a regional and local level, we participate in Mayor Battle’s exemplary city initiatives, including GIS, CYBER, Weather, and Energy efforts. We work to educate our Madison County Commission, Huntsville City Council, Madison City Council, Chamber of Commerce of Huntsville/Madison County, Leadership Huntsville Madison County, and other community partners to ensure proactive communication flow. We have partnered with Huntsville Utilities to acquire access to fiber optic links at every MCCD tower site in exchange for their use of our P-25 radio system and installation of antennas on our towers.
Our leadership in moving to the P-25 radio system has led to discussions with multiple organizations about their possible collocation at the 9-1-1 center. The Huntsville-Madison County Airport Authority, Redstone Arsenal, UAHuntsville, Alabama A&M, Oakwood College, Calhoun Community College, and several other City of Huntsville departments have shown interest in collocation. Discussions with neighboring jurisdictions, including Limestone County, are also in process.
Thus, as we look forward in working toward the goal of creating a sustainable strategic plan that supports our vision and mission, consideration must be given in multiple areas.
